Why deionized water and not detergent
Deionized water has had its dissolved minerals stripped out, so it dries without leaving spots. That matters more on a panel than on a window, because a mineral film is exactly the sort of haze that scatters light before it reaches the cell.
Detergent leaves a residue, and residue attracts dust. A panel washed with soap can be dirtier two weeks later than one washed with plain deionized water.
The coating is the part that gets ruined
Panel glass carries an anti-reflective coating. It is thin, and it is what abrasive pads, scouring and grit dragged across the surface destroy first.
Once that coating is scratched the loss is permanent, and it is not the sort of thing you notice on a sunny afternoon — it shows up as output that never quite returns to what it was.

Can you walk on the panels?

Do you touch the wiring or the inverter?
No. This is cleaning the glass, not electrical work. Anything involving the wiring, the mounts or the inverter belongs with your solar installer.
